PGRSS – Health Services Waste Management Plan
What is the Health Services Waste Management Plan?
The Health Services Waste Management Plan (PGRSS) is a technical document that establishes the management actions for waste handling from all services related to human and animal health care, including home care and field work, laboratories, morgues, forensic services, drug stores and pharmacies, schools and research institutes, zoonosis centers, acupuncture services, tattoo studios and others.
Regulated by CONAMA Resolution No. 283/01 and No. 358/05 and ANVISA RDC Resolution 06/04, the PGRSS is based on the principles of no generation or reduction of waste generation, aiming the final treatment and disposal, which by its characteristics, require different management processes, with some groups requiring treatment prior to final disposal.
Is mandatory the waste segregation at source and at the time of generation, according to their characteristics, for the purpose of reducing the waste volume to be treated and prepared, ensuring the environmental protection and human health.
Who needs a PGRSS?
According to the National Solid Waste Policy (Law No. 12.305/2010), all health services waste generators are required to elaborate an environmentally appropriate disposal and a PGRSS, according to the Health and Environmental Agencies.
It is responsibility of the waste generator, to monitor and assesses their PGRSS.
Who requires the PGRSS?
The PGRSS must be drawn up in accordance with the criteria’s stablished by the Health and Environmental Surveillance Agency, Federal, State and municipal levels. It integrates the environmental licensing and can also be required and monitored by the health authorities.
